The EX-15 is the form to apply for a NIE if you don't get one with a visa. Fill it in by hand in capitals and hand it in in person with the tasa 790 012 receipt, in Spain or at a Spanish consulate.

What is the EX-15: NIE and certificates
The EX-15 form is the NIE application form for people with economic, professional or social interests in Spain, such as buying a home. You also use it for a resident or non-resident certificate. The code appears as EX-15 or EX15: it is the same document.
With a visa for more than 90 days, your NIE is issued automatically; if the visa is for more than six months, you apply for the TIE card with the EX-17. EU citizens staying more than three months use the EX-18. Moving for good? Start with the moving to Spain checklist.

Use the PDF from the Ministry of Inclusion (version 03). It has no fields you can fill in on a computer: print it and complete it in CAPITALS, with a black pen and block letters, or typed. You hand in an original and a copy. The form is free.

How to fill in the EX-15, box by box
The form is in Spanish, so write your answers in Spanish too.
- 1) Datos de la persona extranjera
- Your details as in your passport: PASAPORTE (passport number), names, date of birth as dd/mm/yyyy and X for sex only if your country recognises it. Domicilio de residencia is your home address; leave N.I.E. blank if you have none and Representante legal blank unless you are a minor or have a guardian.
- 2) Representative
- Only if someone else submits the application for you. The regulation says the NIE is requested in person, so check first whether the office accepts a representative.
- 3) Address for notifications
- Where you want the answer sent; if blank, it goes to the applicant. Add a mobile or email for alerts and tick CONSIENTO (DEHú, the online notification inbox) only if you have a digital certificate or Cl@ve.
- 4.1 Type of document
- NIE, or CERTIFICADO for a resident (de residente) or non-resident (de no residente) certificate.
- 4.2 MOTIVOS (reasons)
- Economic, professional or social interests, or Por otros motivos (other reasons) with a short explanation.
- 4.3 LUGAR DE PRESENTACIÓN (where you submit)
- Where you hand it in: Oficina de Extranjería, police station or Oficina Consular (consulate).
- 4.4 SITUACIÓN EN ESPAÑA (status in Spain)
- Estancia (short stay) or Residencia (residence). Note (8), which this box refers to, is missing from the form.
- Place, date and signature
- The city, the date and your signature.
- DIRIGIDA A (addressed to)
- The office that receives the application, its DIR3 code and the province; if you don't know them, ask when you hand it in.
How to submit your NIE application
- Pay the fee. Fill in the modelo 790 código 012 and pay it at a bank, where you don't need an account: 9,84 euros for the NIE or 7,31 euros for a certificate. Details are in the tasa 790 012 guide.
- Book an appointment. The cita previa (appointment) is free. In Spain, book it on the official immigration appointment website; the steps are in the extranjería appointment guide.
- Hand in the application in person. Bring the signed EX-15, original and copy, and the fee receipt to the Oficina de Extranjería (immigration office), the comisaría (police station) or the consulate.
- Wait for the decision. The police have five days from the moment the application is registered to decide and notify you.

Common problems
I can't fill in the PDF on my computer
The official EX-15 has no fillable fields: print it and fill it in as explained under Download the EX-15.
I'm outside Spain
You apply for your NIE from abroad at the Spanish consulate and tick Oficina Consular in section 4.3; the consulate sends it to the Comisaría General de Extranjería y Fronteras. Ask the consulate how to book an appointment and pay the fee.
Five days have passed and I have no answer
Without an answer in that time, the application counts as refused. You can file a recurso de reposición (appeal to the same authority) within one month or go to the administrative court within two months, as explained in the guide to a refused immigration application.
I don't know which reason to tick
Stating your reason is enough. Tick the interest that fits or Por otros motivos and write the specific purpose, for example COMPRA DE VIVIENDA (buying a home).
Frequently asked questions
Can I apply for a NIE while visiting Spain as a tourist?
Yes, as long as you are not in Spain irregularly, which is one of the two requirements in the regulation. The other is stating your reason.
Do I need a photo for the EX-15?
No. The National Police ask for the EX-15 form and the tasa 790 012 receipt, without photos.
What is the difference between a NIE and a non-resident certificate?
The NIE is your foreigner identification number. A resident or non-resident certificate proves your status in Spain, and its fee is 7,31 euros.
Does my NIE change if I apply again?
No. Under the immigration regulation, the NIE is a personal, unique and exclusive number, so you keep the same one.
