Can I register without a rental contract?

Yes, there are alternatives: authorisation from the person who holds the property is the most common one. Each town hall publishes its list of valid documents.

Does the padron affect my taxes?

The padron records where you live, not your taxes. Tax residence follows its own rules, mainly the number of days you spend in Spain.
