What happens if I miss the 15 working days?

You can still claim, but you lose the days you were late: the benefit starts from your application date, not from the end of your contract. That is why order and speed matter.

Are the jobseeker registration and the benefit the same thing?

No. The demanda de empleo registers you as a jobseeker at your regional office; the benefit is claimed afterwards at SEPE. Without the first one, the second does not exist.

Does a SEPE appointment cost anything?

No. The cita previa is free and you book it on the official SEPE website or by phone. Be careful with any service that charges for one.
