Cl@ve is easier to get and enough for most procedures. The digital certificate is more powerful and more convenient long term. They are not exclusive: you can have both.

Do I need a NIE to get Cl@ve?

Yes, the Cl@ve registration asks for your ID: a DNI for Spaniards and a NIE for foreigners. If you do not have a NIE yet, that is your first step.
